1 Bidding Conditions The tendering project of Datang Huayin Cili Libodu hydropower project survey and design has been approved by the Cili County Development and Reform Bureau of Hunan Province (name and number of the approval document). The construction fund is self-raised by the project owner. The proportion of the project investment is 30%, bank loans 70%, the project legal person is Datang Huayin Zhangjiajie Hydropower Co., Ltd., the bidder is Datang Huayin Zhangjiajie Hydropower Co., Ltd., and the bidding agency is Beijing Guodian Engineering Tendering Co., Ltd. The project has the tendering conditions. The project is now undergoing public bidding for the survey and design.
2 Project Overview and Bidding Scope Project Overview: Datang Huayin Ciliyan Bodu Hydropower Station is a tenth-level power station developed by the middle reaches of the main stream of Lishui River. It is located in Cili County, Zhangjiajie City, Hunan Province. Upstream is 60km away from Zhangjiajie City and downstream from Cili. In the county town of 20km, the Zhiliu Railway passes the right bank of the dam site, and the left bank is the S306 Provincial Highway. The Changde-Zhangjiajie Highway also passes through the left bank. The dam site is located in the upper reaches of Yanbodu Town, Cili County, with a total length of 1.4km. During the design stage, the dam site controls a drainage area of ​​5989km2, accounting for 32.2% of the total drainage area of ​​Yushui, and the average annual discharge at the dam site is 185.9 m3/s. The flow rate is 8.13 billion m3. The total storage capacity of Yanbodu Reservoir is 314 million m3, and the normal water storage level is 105.5 meters (the elevation system of the Yanbodu Hydropower Station in this document is all the Yellow Sea elevation), the corresponding storage capacity is 151.4 million m3, and the dead water level is 104.50 meters, which is a low head riverbed. The navigable buildings are designed according to Class IV standards, and the maximum navigable ship tonnage is 100t.
Plan duration: Initial design phase The planned duration is 150 days (since the day after the signing of the contract takes effect); the construction drawing phase is planned for 120 days (the preliminary design is approved by the competent authority and China Datang Corporation after the date of the review).

The preliminary design includes engineering characteristics, comprehensive explanations, hydrology, engineering geology, engineering tasks and scale, hydraulic structures, mechanical and electrical equipment and metal structures, fire control, project management design, construction organization design, land acquisition for engineering construction and resettlement, and environmental protection And the preparation of initial design reports for water and soil conservation design, energy saving design, labor safety and industrial sanitation design, engineering budget estimation and economic evaluation, compilation of related special reports, and coordination with the preparation of related topics in this contract other than this project;

3 Bidder qualification requirements
3.1 The tender requires the bidder to have qualifications of Class B and above qualifications for hydro project and hydropower engineering survey and class B and above of professional design for power industry (hydropower), and to independently bear 2 or more light bulbs with single unit capacity of 15,000 kilowatts or more. Survey and design work for Tuliu hydropower station project (provide owner/user certificate, and affiliation with the owner/user, otherwise the performance provided will not be adopted), and bear the burden on the personnel, equipment, funds, etc. Survey and design capabilities, average operating income in the last three years not less than 10 million yuan.
3.2 The Commonwealth does not accept bids from the Consortium.
