I. Project Description:
Datang Huayin Power Co., Ltd. Jinzhushan thermal power generation branch ultra-low emission # 1 and # 2 unit desulphurization and dust removal integrated transformation project. Project location: Taiping Village, Shatangwan Town, Lengshuijiang City, Hunan Province. Contracting period: The desulphurization of unit #1 was implemented during the maintenance of Unit #1 in 2017, and the desulfurization of Unit #2 was carried out during the maintenance of Unit #2 in 2018.
Second, the scope of the tender:
The scope of this tender is Datang Huayin Power Co., Ltd. Jinzhushan Thermal Power Generation Branch #1 and #2 unit ultra-low emission desulphurization and dust removal integrated transformation project, adopting EPC general contracting method. The overall scheme for the desulfurization unit #1 of the generating unit adopts an efficient flue gas equalizing device and an efficient mist eliminator, removes the existing D slurry circulation pump and the corresponding spray layer, and replaces the original spray layer and nozzle. Add two slurry circulation pumps and two spray layers. Remove the original demister and replace it with an efficient demister. The original flue and the flue gas and flue steel brackets will be transformed accordingly. When the bidders guarantee that the SO2 concentration at the inlet of the desulfurization equipment is 4000mg/Nm3 under the conditions of designing the coal type, boiler BMCR conditions, and processing 100% flue gas volume, the SO2 concentration at the outlet of the desulfurization equipment is less than 35mg/Nm3, and the desulfurization efficiency is not less than 99.13%. The overall scheme for the desulfurization of Unit #2 is to adopt an efficient flue gas equalizing device + an efficient mist eliminator, remove the original demister, and replace it with an efficient mist eliminator. The original flue and the clean flue were modified accordingly. Third, the bidder's qualification requirements:
The bidder shall have the ability to perform the contract satisfactorily and shall meet the following conditions:
3.1 The bidder has registered within the territory of the People's Republic of China with the right to an independent legal person and to independently enter into a contract.
3.2 The bidder has not cancelled any contract in any project contract in the past 3 years, or has been terminated due to his own reasons.
3.3 The Bidder shall have the special Grade A design qualification of the Environmental Engineering (Air Pollution Prevention and Control Engineering) issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and may engage in the corresponding construction project general contracting business and project management and related technologies within the scope of the qualification certificate. Professional contracting qualifications with management services or environmental engineering.
3.4 If the construction (construction, installation, anti-corrosion) part is subcontracted, the sub-contracted units must possess the qualifications of the power engineering professional contractor of Grade A and above or the installation qualification of mechanical and electrical equipment, the professional contractor of Grade A and above, and the professional contracting of construction project. And above qualifications and professional qualifications of anti-corrosion engineering contractors.
3.4 In the past five years, the bidder must have two or more independently completed units with a capacity of 600MW and above for the FPC EPC project general contracting performance. The performance provided by the Bidder must be true. If there is a problem with fraud, the bidder will be disqualified (provide the owner/user certificate and attach the owner/user contact information; otherwise it will not be accepted).
3.5 This tender does not accept the bid of the Consortium. The legal representative is two or more legal persons of the same person. The parent company, wholly-owned subsidiary and its holding company may not bid at the same time in the same goods bidding.
