Promote the thermal power industry to increase the promotion of advanced technologies and accelerate the process of pollution control.

Right now, environmental issues have attracted much attention. Ozone and PM2.5 pollution in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta have intensified, highlighting the severe situation of regional air pollution.

Under this circumstance, the Ministry of Environmental Protection revised the “Ambient Air Quality Standards” (Secondary Consultation Draft), incorporated PM2.5 and ozone into routine air quality assessment, and tightened the standard limits of PM10 and nitrogen oxides. At the same time, the new "Emission Standard for Air Pollutants from Thermal Power Plants" also emerged.

For a long time, the thermal power industry has been the main source of air pollution. According to Wu Xiaoqing, it is necessary to accelerate the development of the power industry while improving the quality of the ambient air. "We must reduce the emissions of thermal power."

However, some people in the industry are concerned that the new emission standards will increase the investment in environmental protection in the thermal power industry, and thermal power companies that have already lost money year after year may face a difficult situation.

Some experts estimate that in the existing 707 million kilowatts of thermal power units, the total cost of dust collectors, desulfurization and denitrification reforms will be approximately 200 billion to 250 billion yuan. Taking into account that the "12th Five-Year Plan" added 250 million kilowatts of thermal power units, environmental protection facilities will increase operating costs by approximately RMB 90 billion to RMB 110 billion due to higher standards.

In order to solve the above problems, it is extremely important to formulate and implement the preferential desulfurization and denitrification price. The environmental protection “Twelfth Five-Year Plan” recently introduced also explicitly mentions that we must implement the coal gas power plant flue gas desulfurization electricity price policy and study and formulate the denitrification power price policy.
