3.4 The person in charge of the project to be invested in the project must have a certificate of registered construction professional of Grade A and above of building construction engineering issued by the Ministry of Housing and Construction and an effective safety production evaluation certificate, and has not been responsible for the project of other projects under construction.
3.5 The bidder’s project leader, technical director and authorized agent must be the bidder’s own staff. When opening the bid, the original contract of the labor contract and the original social pension insurance payment certificate for three months or more in 2016-2017 must be provided. The original social security insurance certificate issued by the social security management department shall prevail.
3.6 Financial requirements: The bidders are not in the state of assets taken over, frozen or bankruptcy. They must provide financial audit reports audited by accounting firms in 2015.
